Penalty fines for breaking Covid rules were three times more likely to be given to black people than white people, and seven times more likely to be given out in the poorest areas than the richest, research commissioned for Britain’s police chiefs has just discovered.
The study covering England and Wales showed racial disparity in absolutely every single force, with people from minority ethnic backgrounds in one area up to eight times more likely to be issued with a fine.
The report was commissioned by the National Police Chiefs’ Council (NPCC) and conducted by experts from the University of Edinburgh. The NPCC decided not to publish the findings, to the great surprise of those who produced the research.
